Clemence is a retired central banker with over 32 years of experience at the Reserve Bank of Malawi, where he served in various leadership roles across internal audit, human resources and administration.
For 26 years, he worked in the Internal Audit function, culminating in his appointment as Head of Internal Audit. In this role, he was responsible for developing and implementing audit plans that strengthened the Bank’s governance, risk management and internal control systems, helping to ensure sound operations and adherence to high institutional standards.
He subsequently served as Head of Human Resources for six years, leading the development and implementation of human capital management strategies. His responsibilities included oversight of the RBM Pension Fund, the RBM Medical Scheme and the Bank’s medical clinics.
Clemence later served as Director of Administrative Services, where he was responsible for the administration of the Bank’s Blantyre Branch. His role included coordinating projects, property and fleet management, and overseeing facilities management functions.
He holds a Master of Science in Accounting and Finance from University of Birmingham and a Bachelor of Business Administration from Malawi University of Business and Applied Sciences.
