Preferential Market Access Schemes

Preferential market access schemes allow Malawian exporters to access developed markets under reduced or zero-duty arrangements subject to eligibility and rules of origin requirements.

Preferential market access schemes are non-reciprocal trade arrangements under which developed economies grant eligible developing countries reduced or zero-duty access to their markets. These schemes are typically granted unilaterally and operate within the framework of World Trade Organization (WTO) rules.

Malawian exporters can benefit from several such arrangements, subject to compliance with product eligibility requirements and rules of origin.

1. European Union – Everything But Arms (EBA)

Malawi qualifies for duty-free and quota-free access to the European Union market under the Everything But Arms (EBA) initiative, which forms part of the EU’s Generalised Scheme of Preferences (GSP).

  • Duty-free, quota-free access for all products except arms and ammunition
  • Coverage of agricultural and industrial goods
  • No reciprocal tariff obligations

Requirements

Exports must comply with EU Rules of Origin and the applicable certification procedures (e.g., Registered Exporter System – REX).

2. United Kingdom – Developing Countries Trading Scheme (DCTS)

Following the UK’s exit from the European Union, Malawi benefits from preferential access under the UK’s Developing Countries Trading Scheme (DCTS).

  • Duty-free, quota-free access for eligible goods
  • Simplified rules of origin for Least Developed Countries
  • Coverage of a wide range of agricultural and manufactured products

Exporters must comply with UK origin and documentation requirements.

3. Other Generalised System of Preferences (GSP) Schemes

Some developed economies operate GSP schemes that provide reduced or zero-duty access to eligible products originating from developing countries, including Least Developed Countries such as Malawi.

These may include preference programmes offered by:

  • Japan
  • Canada
  • Norway
  • Switzerland
  • Other GSP-granting countries

Eligibility conditions, product coverage, and documentation requirements vary by country.
